Dictatorship was just seen as a means to an end, a necessity in order to free the people and get them into a position where they could then make an informed choice about what the best system of governance would be.
Guilds would elect their very best for an economic parliament and the chancellor would select the best elites for a sovereign parliament, with the chancellor filling the role of monarch.
